Meet Boyd
Boyd O. Wiggam, a native of Wyoming, grew up on a farm in Eastern Laramie County and graduated from Burns High School. He then pursued higher education at the University of Wyoming College of Agriculture, where he studied Wyoming economic development, before obtaining a graduate degree in Economic Development Planning from the University
Boyd O. Wiggam, a native of Wyoming, grew up on a farm in Eastern Laramie County and graduated from Burns High School. He then pursued higher education at the University of Wyoming College of Agriculture, where he studied Wyoming economic development, before obtaining a graduate degree in Economic Development Planning from the University of Nebraska and finally graduating from law school at the College of William & Mary in Virginia. In 2013, Boyd returned to Wyoming with his wife, Iryna, and their children, establishing a private law practice dedicated to helping individuals in financial distress navigate bankruptcy protection and relief. Additionally, he is involved in his family's dryland wheat farm located north of Hillsdale, Wyoming. Boyd has an active role in the community, having served on the executive committee of the Bankruptcy & Creditors' Rights Section of the Wyoming State Bar and the Citizens’ Advisory Committee for the Laramie County Comprehensive Plan Update, and he has chaired the Cheyenne/Laramie County Metropolitan Planning Organization's Citizen Advisory Committee. Currently, he serves as the Chairman of the City of Cheyenne Planning Commission, advocating for property rights and civic engagement within Wyoming House District 9, while also upholding the principles of the Constitution.
Issues
Jobs & Economy
People need jobs to support themselves, their families, and to enjoy the best Wyoming has to offer. Wyoming’s need for economic development and jobs is central to my own life’s story. People rightly measure the effectiveness of government at each level based upon general economic performance. I seek economic growth and diversification and I am running to work toward a Wyoming that offers more job and career opportunities to future generations than were available to me when I graduated from Wyoming’s schools and entered the workforce. Economic Development necessarily means different things in different communities, however, I believe in each case, it is about improving the conditions in each community to attract private investment in productive jobs.
Life & Family
Families are the building blocks of our communities and foundational in a free and successful society. Family relationships are fundamental rights in our constitutional order and government policy must yield to the primacy of these relationships absent extraordinary circumstances.
I have always been unapologetically anti-abortion and pro-life. Children are our future and I am running because I want a better tomorrow for future generations than I have enjoyed. The campaign to end abortions in Wyoming has run into some roadblocks and that has taught us that we must focus on ensuring any future pro-life legislation will withstand the inevitable constitutional scrutiny. This is where legislators must roll up their sleeves and do the hard work of really working bills to craft the best legislation possible.
Protecting life doesn’t stop at laws against abortion. It also means being more thoughtful about mothers, families, and children throughout our laws and in our budgets. We must think about how to protect mothers before they go into labor and how to mitigate the economic incentives that women have to terminate unexpected pregnancies. We can’t let the economic deck remain stacked against these young families in Wyoming.
Reducing the number of abortions also means that the legislature needs to think more deeply about the consequences of other policies on families with children so that policy choices do not impose additional, unnecessary hardships on families simply because those hardships make bureaucratic processes more convient.
Taxes & Budget
As a first principle, taxation generally adds inefficiency into the economy. Taxes mean that government is deciding how someone's hard-earned money is being used instead of the person who did the work to earn the money.
However, government has a job to do and should do an excellent job of doing that job. At the same time, the budget should not divert resources away from doing government’s job to do things it ought not do. History has shown that government typically does things less cost-efficiently than the private sector so that people get less bang for their buck when government does things it should not be doing.
